INTERNATIONAL PETROLEUM REPRESENTATION

KazExpo Oil Trade

AML and KYC policy framework

Purpose and scope

This framework describes diligence principles for commercial discussions. It is not a claim that KazExpo is a regulated financial institution or that a particular statutory regime applies. Transaction-specific duties must be established for the contracting entity and relevant jurisdictions.

Company, people and purpose

Establish the legal counterparty, its authorized representatives and the nature of the proposed business. Understand ownership and control using appropriate records. Review whether the product, route and commercial rationale are consistent with the entity’s activities.

Risk-based review

The depth of review should reflect the parties, ownership structure, jurisdictions, product, route and payment arrangement. Complex or inconsistent information requires clarification. Use current sanctions resources and qualified advice where applicable.

Document handling

Request sensitive evidence only through an agreed private channel after recipient verification. Limit collection and access to the review purpose. Applicable retention periods, disclosure duties and deletion rules must be defined in the actual onboarding arrangements.

Escalation and changes

Pause discussions when material identity, authority or payment discrepancies remain unresolved. Reassess when the beneficial ownership, bank beneficiary, product origin or route changes. Any reporting obligation should be handled by the responsible entity under applicable law.
